The theme is called Oh One Oh Two, and though it may not be the sexiest theme ever, it is a Twenty Ten child , and I documented how I created it. The bullets in the navigation menu (@Brian): if you are making a new menu (Appearance > Menu), the html markup will be different as in the Twenty Ten BP navigation menu. You have to insert a few line of css, like these:
